Act on Specified Commercial Transactions Notice

1. Business Operator

The operator of SmoothQ is JPSM Group. SmoothQ is a nationwide wait-time prediction service for public-facing facilities, and this page is provided in order to disclose key matters in accordance with the Act on Specified Commercial Transactions for online and other applicable remote transactions.

2. Supervising Operations Executive

The supervising operations executive is Haruki Ogasawara. This individual oversees legal compliance, transaction display management, inquiry handling, complaint processing, and major service governance relating to the Service.

3. Business Locations

Our operational bases are located in Tokyo, Okayama, and Ibaraki, Japan. Where a postal or in-person disclosure is required for a lawful and necessary reason, we may provide more detailed addressing information individually after confirming the relevant transaction context, legal basis, and need for such disclosure.

4. Contact Information

Our primary contact address is contact@smoothq.jp. We do not respond to mass solicitation, threatening behavior, business obstruction, or unauthorized requests for disclosure. For legal notices, cancellation requests, complaints, or billing-related matters, please clearly state the affected service, relevant date, and your return contact details.

5. Service Name and Contents

The service name is SmoothQ. The Service provides wait-time prediction, congestion trend information, map display, related facility discovery, and associated informational functions for hospitals, municipal service counters, government agencies, and other facilities. As of April 1, 2026, the public website does not primarily sell or ship physical goods and is centered on digital service provision.

6. Price or Consideration for the Service

As of April 1, 2026, the principal public browsing functions of the Service are generally provided free of charge. If we introduce paid functions in the future, including enterprise features, API products, analysis outputs, or implementation support, the applicable price, charging unit, contract term, renewal terms, and other legally required matters will be displayed in the application flow, estimate, order form, or individual agreement.

7. Charges Other Than the Service Price

Users are responsible for communication charges, internet access costs, device costs, browser or operating system update costs, and any other user-side expenses associated with using the Service. If paid features are introduced, we will separately disclose any consumption tax treatment, bank transfer fees, optional charges, setup fees, or similar additional costs.

8. Payment Timing and Method

At present, no routine payment is required for the general public features of the site. If paid services are introduced in the future, payment may be accepted by credit card, bank transfer, or other methods specified by us, and the timing of payment may be set at application, commencement, recurring billing date, invoice issue date, or another individually disclosed timing. For recurring billing, renewal dates and cancellation deadlines will be clearly shown in advance.

9. Timing of Service Provision

For public free-access functions, service provision begins when the user accesses SmoothQ and starts using the site under the applicable rules. For features requiring registration or review, service becomes available after the relevant confirmation or setup procedure is completed. For any future paid or contract-based deliverables, the start date, setup completion date, or acceptance date will be indicated separately.

10. Recommended Operating Environment

Use of the Service requires a general internet connection and supported browser or device environment. Functionality may be affected by device settings, network quality, browser extensions, security software, operating system limitations, or enterprise network restrictions. We may revise recommended environments over time and will provide reasonable notice of major changes.

11. Withdrawal, Cancellation, and Suspension

A user may stop using the public site at any time. If we introduce paid or registration-based services in the future, the availability of withdrawal, cancellation procedures, minimum terms, auto-renewal cut-off dates, and the handling of mid-term termination will be disclosed in the application screen or individual agreement. We may suspend or terminate service provision where the user violates applicable rules, fails to pay, or otherwise creates a material operational issue.

12. Returns and Refunds

Because SmoothQ is primarily a digital service, physical-product return handling is generally not expected. No refund arises for currently free public features. If paid features are introduced, the availability of refunds, daily or partial calculations, duplicated billing corrections, and outage-related remedies will be disclosed according to the nature of the service, the extent already provided, and applicable law or contract terms.

13. Maintenance, Outages, and Interruptions

We may temporarily suspend all or part of the Service due to maintenance, incident response, security measures, external service disruption, disaster response, or other unavoidable causes. Planned maintenance will be announced in advance where reasonably possible, but emergency work may be notified afterward. Any compensation or remedy relating to interruption will be governed by applicable law and any separately agreed contract terms.

14. Contract Formation Timing

For free browsing functions, the user contract is formed when the user accesses the Service and begins use under the applicable rules. For paid, review-based, or enterprise functions, the contract is formed when we issue an acceptance notice or make the relevant function available. Where online contracting is used, we seek to implement confirmation flows and error-prevention measures in light of electronic consumer contract requirements and related law.

15. Governing Law and Related Regulations

This disclosure is prepared with reference to the Act on Specified Commercial Transactions, the Consumer Contract Act, the Civil Code, and other applicable Japanese law. Unless separately agreed otherwise, relevant contractual relationships are governed by Japanese law. Where any difference exists between this disclosure and other terms, the hierarchy is determined in accordance with applicable law and the relevant individual contract or usage terms.

Questions, complaints, billing concerns, cancellation requests, outage-related issues, or other matters concerning this notice may be sent to the contact point below. We will review the facts, coordinate internally as needed, and aim to provide an initial response within ten business days under normal conditions.
